Settings / Permissions
Administrators will typically create the Notification Templates after careful requirements analysis.
The user configuring the Notification Templates must also have the required permissions to set up the Notification Templates.

Try it!
On the Ribbon Bar, browse to Settings / Permissions
Select the Menu Access Tab and the appropriate Group.
Ensure PC Menu permission is switched on.
Ensure the Notification System and sub-menu items are selected under the PC Menu column.
